Anchors and Links on mobile version

Good day

1. I am having problem to properly configure the anchors on the web version of the website. They seem not to be properly setting or I am setting them wrongly, please help me with the exact procedure of getting anchors work correctly. There are no anchors in the modules blocks, and when I write them myself, the editor removes them automatically. So there is no way I can put anchor links on pages. What might be the issue?

2. On mobile version there seem to be issue with links on home page, they do not work as well. In hamburger menu, when you switch to a mobile version of the site, the links do not work (the screen is attached)
